Community policing is one of the most significant instances of law and social change in the United States over the past few decades. Yet researchers have largely failed to evaluate the contextually situated discursive practices through which community policing initiatives are implemented and instrumental outputs generated within the legal bureaucracy. In this paper we examine how the culture of partnership among the police, community, and researchers is discursively implemented as a legal reality that shapes and is shaped by the interaction of members. Specifically, we examine how speakers manipulate ambiguity, indirectness, and reported speech in the reinvention of legal boundaries, identity, and difference.

Abstract

Community policing is one of the most significant instances of law and social change in the United States over the past few decades. Yet researchers have largely failed to evaluate the contextually situated discursive practices through which community policing initiatives are implemented and instrumental outputs generated within the legal bureaucracy. In this paper we examine how the culture of partnership among the police, community, and researchers is discursively implemented as a legal reality that shapes and is shaped by the interaction of members. Specifically, we examine how speakers manipulate ambiguity, indirectness, and reported speech in the reinvention of legal boundaries, identity, and difference.
